Jay Rairigh

Executive Director

Jay and his wife Becky, have lived and served in Lancaster County for twenty three of their thirty-two-year marriage.  Together, they have two daughters: Juli married to Kyle Lehman; Jeni married to Nich Leaman; and five grandchildren, Eliza, Ada, Joey, Ruthie, and Addy.

Jay graduated from Penn State University; served with the professional staff of the Boy Scouts of America in two councils including Lancaster, PA; served on Hempfield United Methodist Church staff; brought pastoral leadership with two new church starts; and just completed several years in the in-home non-medical care industry with Lancaster Home Instead Senior Care and Homestead Village.  

In 2019 the Spirit engaged Jay to consider how to best fulfill Kingdom work at 55 years old. The ensuing road led to Love INC of Lancaster County where Jay became Executive Director in 2020. 

Chad Brightbill

Connection Center Coordinator

Chad enjoys serving young adults through biblical teaching and relationships, as he serves as the Director of Family Life for the WELL Church in Millersville, PA. He studied marriage, family, and couples counseling at Messiah University, which he implemented through his work in Human Resources and personally through mentorship. As of 2026, he plans to marry his lovely partner, Sabrina Bramwell, who is pursuing her PhD in literature at Howard University. Together, they love to serve the Lord through mentoring and discipling young couples.

David Eisenberg

Vice President

David is a Chiropractor with Wenger Chiropractic. This is David’s second year serving on the Love INC Board, however he has been involved with Love INC for many years. He brings a great leadership and community focus to the organization. 

Rev. Don Hackett

Board Member

Rev. Don Hackett and his wife, Rila have lived in Lancaster, PA for over 25 years. He has served churches in Lancaster, York, and Lehigh Counties. He currently coaches leaders and consults for local churches in fruitful adaptive change. Don sees many everyday activities as faith-deepening practices, including baking sourdough bread, drumming, walking with his wife, and photographing nature. 

Travis Briggs

Board Member

Travis is originally from Fairfax County, Virginia, and is a graduate of Liberty University, where he earned a Bachelor’s degree in Kinesiology with a minor in Psychology. He also played on the University’s men’s lacrosse team. Immediately upon graduating he served as an athletic director and a Health/Physical Education teacher.

Travis and his wife moved to the Manheim area in 2018 and he currently serves as a Lancaster City Police Officer, where he is also a member of the Recruitment Team, Peer Support Team, and a Physical Fitness Instructor. He is an active member of Jerusalem Church, previously serving as a deacon and currently serving on the missions team.

Travis lives in Manheim with his wife, Morgan, and their three young children. Outside of church, family, and work, he enjoys an active, outdoor lifestyle—especially running, lifting weights, tent camping, hiking, and snowboarding.

Denise Reinoso Wayman

Board Member

Denise Reinoso Wayman started with Everence Federal Credit Union (EFCU) in 2002.  She has held numerous roles, most recently transitioning to Director of Operations where she works closely with the leadership team and branch managers.   Denise is passionate about financial literacy and providing excellent service to members.

In addition to her professional role at EFCU, Denise volunteers with several local nonprofit organizations.   

Denise resides in Lancaster City with her family and is a long-time member of In The Light Ministries. She enjoys cooking, traveling, and helping those in need.

Jonathan Hollinger

Board Member

Jonathan E. Hollinger, CPA, is an executive leader with over 25 years of experience in healthcare, human services, public accounting, and the nonprofit sector. As President and CEO of Pleasant View Communities in Manheim, Pennsylvania, he focuses on strategic planning, culture, and community partnerships. His past roles include leadership at Excentia, where he guided operations and financial strategy. A CPA and Lebanon Valley College graduate, Jonathan also serves on several boards. He is passionate about reflecting God’s love through service—empowering others with dignity, purpose, and the tools to thrive. He and his wife Heidi live in Manheim and have three adult children

Sarah Miller

Board Member

Sarah Miller is a social worker with experience serving vulnerable children and families through both direct care and community-based leadership. She holds a Master of Social Work from Millersville University and has worked extensively within the child welfare system, partnering with local churches, nonprofits, and county agencies to strengthen families and build sustainable support networks.

Sarah currently serves with Keystone Family Alliance, where she helps equip and mobilize churches to care for children in foster care and the families who support them. Sarah lives in Lancaster County with her husband and two young children.
